We were introduced to the southern tradition of a surcee at docktails one evening in Panama City Beach.
Jackie from Compass Rose explained it as a small gift given for no special reason. She said it is like a reverse hostess gift. A hostess will often give a surcee as a token to her guests. She gave each couple attending a wet/dry cloth.
Another attendee, Jib from Make It So, jumped up and headed to his boat, saying I have something as well. He came back with miniature tape measures which he presented to everyone there.

I of course Googled the word later so that I might better understand. There is not a definitive answer on origin, spelling or purpose. However, I thought this might be the best:

Whatever, I thought it was s lovely gesture.
